About GTOT

The Government Treasurers' Organization of Texas (GTOT) is a state association which was formed in 1987. Its primary purpose is to promote the educational and professional development of persons who perform the treasury function in governmental organizations and to play a key role in the enactment of legislation in the area of cash and debt management.

GTOT’s programs and services, which are beneficial to all treasury professionals, include the following.

  • Annual educational seminars
  • Quarterly newsletter publications which present educational topics
  • Reference materials relating to investment policies, bank RFPs, cash and debt management policies, and other sample financial documents
  • Investment policy certification program
  • Local government investment pool checklist
  • Active promotion of professional certifications


GTOT has standing committees that implement the goals and objectives set by the Board of Directors. These committees are the backbone of the organization and include Newsletter, Seminar/Education, Legislative, Investment Policy Review, Sponsorship, and Membership.

Public Sector members of GTOT work for cities, school districts, special districts, counties, and the State of Texas. This diversity, which is reflected by the composition of the Board of Directors, helps bring together all governmental entities that share common interests in the field of treasury management. Representatives from private sector organizations are also included in the membership as Private Sector members. Both are individual, year-long memberships and are not transferable or prorated. The GTOT membership year is from March 2 to March 1. Dues are billed each March.

GTOT is an affiliate of the Association of Public Treasurers of the United States and Canada, which offers similar support to governmental treasurers at the national level.

A key element to the success of GTOT has been the network developed for the sharing of information and ideas. Through educational seminars, active committee involvement, and the aid of this directory, members have access to a strong treasury network.
